Usage of Rope Techniques in Diving Practice of the Services of the Integrated Emergency System

Title: Usage of Rope Techniques in Diving Practice of the Services of the Integrated Emergency System Objective: The aim of this bachelor's thesis is creating a compiled material on using ropes and rope techniques in diving practice of the services of the Integrated Emergency System. Method: The main method for this thesis was compiling information from a wide range of available literature which deals with rope techniques and transferring their use into conditions of diving practice of the emergency services. Important sources for the thesis were personal interviews with experienced rope access workers, divers and rescue workers. The thesis also utilizes personal experience of the author. Results: Collected material on usage of rope techniques used in diving by emergency services not only in underwater conditions, but also when access to water surface and transport from water are difficult. Using these rope techniques valuably increases safety of the divers and using them is suitable not only in emergency services, but for all divers who find themselves in such conditions, where it is advisable or even necessary to use such techniques. Air services in the Czech Republic, their possibilities and efficiency rate when used in emergency situations

The thesis deals with the current state of how air services are used within the Integrated Rescue System (IRS); it analyzes the level of equipment, possibilities of use and deployment of such technologies in emergency situations; and evaluates technical, qualitative and quantitative levels of all means that air services use in emergency situations. The thesis also puts emphasis on the analysis of dislocation of these means, its advantages and suitability when scrutinized in terms of quality, speed and efficiency of their deployment in emergency security situations, rescue operations, or their deployment during natural disasters. The outcome of the thesis comprises of proposals how to comprehensively amend applicable laws; and of conclusions that may help instigate discussion on the observed shortfalls, and how to increase efficiency, economy, and logical scheme leading to a timely response in emergency situations. The empirical part of thesis includes quantitative and qualitative researches which scrutinized two research corpuses. Tackling the first research corpus, the author used questionnaires to collect data technically. The questionnaires were aimed at members of the basic units of the IRS components. The outcomes of the questionnaires are shown in graphs. Tackling the second research corpus, the author held semi-structured interviews with expert representatives of subjects that provide air services within the IRS. Assessment of the outcomes was based on the transcriptions of the interviews which involved inserting the data into tables summarizing the most important outcomes of the research. Subsequently, these outcomes were used to identify the most important theses which were based on the answers provided by the respondents to research questions. The research also included an analysis of the available legal standards and documents related to the use of air services to provide efficient intervention, their assessment and identification of some criteria for de lege ferenda proposals to comprehensively amend selected laws. In conclusion, it was found out that there is poor awareness of possibilities how to use air services among the members of the basic units in individual IRS components, which results in insufficient deployment of Air Services while carrying out interventions.

Activities of rock climbing teams within the Joint Rescue Service in South Bohemia.

This Bachelor work deals with activities, organization and training of rock{--}climbing teams and the Fire Brigade in South Bohemia, the rock{--}climbing team of the South Bohemian Rescue Service and climbers of the Czech Police response team as well as of the basic departments of the Joint Rescue Service. It describes their current status of training and equipment and conditions for their work and cooperation between parts of the Joint Rescue Service in case of emergency situations, such as rescuing in heights or depths using rope technique. In addition the Bachelor work describes organization of regular attendance services and trainings of climbers with rope rescue technique and their distribution across the territory of South Bohemia. At the end of the work there is description of some locations within South Bohemia, which are typical for their risks and danger of fall from height or fall to depth. In relation to these locations there are some suggestions for elimination of the risks or mitigation of dangers at given locations. In addition included are basic model rescue situations, which are trained on regular basis within methodological training of the Joint Rescue Service climbers. The individual examples highlight risks, advantages and disadvantages which may be experienced by the rescuers at these specific locations.
